I'm not sure how to make a community answer, but I think this response should be that; community in the sense that anyone can add/share; I don't care about credit here. Unless there is a definitive answer.
@twiplomacy's world leaders list is a start but more importantly, they have a number of curated lists.
Every Politician has social links for politicians.
Politwoops US and EU certainly have lists that could be used.
I can't find anything about open civic data, but I know they have curated lists for USA and Canada.
