The data dictionary says that these variables are for "Percentage of undergraduate completer undergraduate federal student loan borrowers..." but values for these variables exist at levels higher than undergraduate. Do these variables denote the value for the percent of borrowers at the level of program of study (denoted by CIP) or only as an undergraduate?

For example, if a master's level program has 20% paid in full, is this the share of the borrowers at the master's level who paid in full at a previous level (i.e. undergraduate). Or is the interpretation more straightforward as in percent of master's level programs who have paid in full two years after completion?
