This is related: en.wikipedia.org/wiki/List_of_tz_database_time_zones#List but it uses ISO3166-1 alpha-2 country code + lat/long . Whereas OP is looking for ISO3166-1 alpha-2 + ISO3166-2 , example: FR-IDF (France, Paris), DE-BE (Germany, Berlin), etc.
